Britain's Poor Neighborhoods Stay Poor: A 26-Year Problem

More than half of Britain's poorest areas in 1997 are still among the poorest today. New wages and jobs haven't closed the gap because wealth now comes mainly from property and investments—tools the poor lack. Meanwhile, wealthy areas have stayed wealthy. Job creation alone cannot fix regional inequality built on who owns assets.
