New Zealand sits out UN pandemic plan vote

New Zealand chose not to vote for or against a UN meeting plan for handling pandemics. Paraguay also did not vote. RNZ reported 153 countries backed the plan, while the United States, Israel and Argentina voted no. The UN says the plan is a promise, not law. MFAT said New Zealand wants to keep control of its health decisions.
