Why companies used PM adviser's personal email to lobby government

Fonterra and Z Energy sent a 2024 lobbying document through the Prime Minister's chief policy adviser's personal email instead of official government email. This meant the document wasn't recorded in government files. When the staff member left, the record became harder to find. PM Christopher Luxon said this was unacceptable.
