52 hospital birth units have closed since a bill called HR1 was announced in July 2025, with eight more planning to close, per Oct. 11, 2026 Protect Our Care report. HR1 makes people prove work to keep Medicaid, low-income health coverage paying for about 40% of U.S. births, while sending less money to states.
