Manchester mayor calls for local leaders to hold more control over money

Andy Burnham, the mayor of Greater Manchester, launched a ten-year plan on 29 June to give local leaders more say over how billions are spent on transport, planning and education. He wants power moved away from Westminster to mayors and local authorities. Burnham is positioning himself for a potential election and Labour leadership race.
