Burnham outlines plan to give English cities more control

Andy Burnham, mayor of Greater Manchester, is running to lead Labour. In his first big speech since announcing on 29 June, he outlined plans to give English cities greater control over their own affairs. He says this power would help growth. Burnham has been pushing for similar changes in his own region since 2017, making him the leadership candidate with the most experience in this area.
