Councils struggle to manage the spread of shared houses

Emma Lewell, Labour MP for South Shields, raised the issue in Parliament on 25 June. Councils told MPs they lack powers to control shared houses in their areas. The current rules don't let them act until problems become severe, leaving them unable to tackle noise, disorder and local housing strain.
