In November 2018, the US cut off Iran's ability to sell oil internationally. Europe tried a workaround: create a separate payment system to avoid US dollars and penalties. It didn't work. Companies worldwide still pulled out, afraid the US would punish them anyway. The US sanctions proved too powerful to bypass.
