Summer 2024 was the hottest on record in Europe, running 1.54 degrees hotter than the average from the past 30 years. France, Spain, and Italy hit 40°C. The issue: warning systems were built for rare, extreme heat. But because the baseline itself has already warmed so much, those alerts now trigger all the time instead of in true emergencies.
