Trump Signs Law to Penalize Top Buyers of Russian Oil and Gas

President Donald Trump signed the Graham Sanctioning Russia and Iran Act in September 2026. It adds up to 100% extra fees on goods from the five countries buying the most Russian oil or gas, including China and India, and enforces existing punishments on Russia. It aims to dry up money for Moscow's war in Ukraine.
