NPR: Government Email Paired Non-English Ballots With Voter Charges Guide

NPR said Sept. 18, 2026, it got a 2025 internal Homeland Security Department email. It listed, over 78 pages, counties and states offering ballots in languages other than English, plus a Justice Department guide for charging voters with crimes. It was released after Democrats sued for records. Much is blacked out, so it is unclear why the two were paired.
