Russia and Ukraine kept attacking power plants and power lines on Sept. 15, with no agreed stop. It followed Donald Trump's Sept. 14 claim both sides would stop. Moscow said Sept. 15 the U.S. idea was still under talk, leaving what is covered and when it starts unclear.
