Police disagree Tom Phillips case could have ended sooner

Police disagree the Tom Phillips case could have been stopped or finished sooner, senior officer Jill Rogers says. She said no one knows if things would have ended differently. She is proud of the officers who found the children. Police will follow the suggestions from the outside review.
