Animal welfare groups close research facilities through direct negotiations

Rather than waiting for federal agencies to shut down animal research facilities, advocacy groups are negotiating closures directly with owners. One group recently closed a Wisconsin farm housing 1,500 beagles and found homes for them through rescue organizations.
