European Countries Can't Agree on Punishing Israeli Official

Europe's 27 countries couldn't all agree to punish an Israeli official over his treatment of Gaza activists. France, Italy, and Ireland acted on their own instead. When all countries must agree, even one saying no stops everyone—which is why some nations went alone. The result: weaker pressure than if they'd moved together.
