Councils that said no to merging will still be merged, government says

About 44 councils outside Auckland put forward plans to join with neighbouring councils before a 9 August deadline. Fewer than 20 chose not to. Deputy Prime Minister David Seymour said the government would create its own plans for those councils, and that saying no would not stop mergers. Watts said only one council merger has happened in 35 years.
