National pledges surplus, debt cuts and low taxes — but its own Budget doesn't forecast surplus until 2028/29

National has committed to three Budget Responsibility Rules if re-elected: returning to surplus, cutting debt, and keeping taxes low. But National's own Budget 2026 forecasts a surplus only by 2028/29. The Conversation reported National cannot campaign on two of those three promises in Budget 2026, raising whether all three can coexist without new revenue or further spending cuts.
