Home Office data obtained by University of Manchester criminologist Dr Victoria Taylor shows 1,109 people were convicted of "illegal arrival" between July 2022 and January 2026. Only 12 were convicted of facilitation for steering the dinghies they arrived on. The gap raises the question of whether enforcement targets passengers rather than the organisers behind Channel crossings.
