Burnham Eyes NHS-Style Free Social Care, Won't Rule Out £18bn Estate Levy

Prime Minister Andy Burnham is exploring a social care system free at the point of use, modelled on the NHS. He has not ruled out a 10% levy on estates — first proposed when he was health secretary — that could raise £18 billion. Conservative leader Kemi Badenoch has already told him not to raise taxes, setting up an early clash before his first major policy speech on July 29.
