Vietnam's Ministry of Culture, Sports and Tourism has circulated a draft decree barring under-16s from posting, commenting, or reacting on social media while preserving read-only access. Platforms would need country-specific infrastructure for child identification, interaction restriction, and parental account linkage — a graduated permissions model no major market has mandated at scale.
