M23 Rebels Block Ebola Response in Eastern Congo, Hampering Vaccination Efforts

The M23 rebel group controls Goma and South Kivu—where most of the DRC's 1,460 confirmed Ebola cases cluster—preventing international health workers from reaching patients and executing vaccination campaigns. Unlike the 2018-2020 Kivu outbreak, when armed groups eventually negotiated humanitarian corridors, M23's mineral-extraction focus and independent governance structures make access arrangements uncertain. With 452 deaths recorded by July 1 and active transmission continuing, whether responders can negotiate passage with an armed actor outside traditional government channels remains unresolved.
