UN Treaty Makes Launching State Liable for Queensland Space Debris, Regardless of Fault

Six titanium pressure vessels from a foreign rocket washed ashore in Queensland last weekend. The Australian Space Agency is identifying the launching state. Under the 1972 UN Liability Convention, that state bears absolute liability for any damage the debris caused—a legal standard that applies whether or not fault is proven. Identifying which country launched the vehicle remains the open question.
