Rural England's Affordable Housing Hinges on the One Tier Government May Exempt

The National Housing Federation analysis published 6 July finds over 50% of affordable homes in England's most rural areas are built on developments of 10–49 houses—the exact size bracket the government is considering exempting from Section 106 affordable housing obligations. Rural areas lack alternative delivery mechanisms: no build-to-rent, minimal grant-backed provider activity. Ministers decide within weeks whether developers can pay councils in lieu instead.
