UK water companies both issue and enforce trade-effluent consents allowing industry to discharge wastewater into sewers, with no direct role for environmental regulators. Analysis published 9 Oct 2026 found 26,000 consents covering 608bn litres yearly, including cyanide and mercury. The arrangement pairs compliance with revenue — firms earned over £340m last year.
