Private tuition centres across Pakistan occupy converted residential buildings without mandatory structural inspections, a vulnerability laid bare when a Lahore centre's roof collapsed on June 30, killing 14 children aged 4–12. Provincial education departments and municipal authorities treat these informal academies as each other's responsibility, creating a jurisdictional gap.
