Fannie Mae requires condominium project budgets to allocate 10% to reserves to pass Full Review, which determines mortgage eligibility for units in the project. The test applies at the project level, based on the budget, according to August 2026 Fannie Mae guidance. Projects falling short cannot use that approval path.
