Amnesty International says impunity for Iran's 2022 Woman Life Freedom crackdown paved the way for security forces to kill thousands of protesters over 48 hours on 8-9 January 2026. The charge comes in a September 2026 report documenting killing, torture and sexual abuse in 2022. Without prosecutions abroad or tougher sanctions, deterrence looks unlikely.
