
Russia Dismantles North Korea Sanctions Regime
Russia has moved from nominal enforcement of UN sanctions on North Korea to active sabotage of the regime. By vetoing renewal of UN monitoring panels and ceasing to enforce trade restrictions, Moscow has converted its Security Council veto into operational leverage, opening pathways for hard currency, technology access, and arms cooperation. The shift coincided with North Korea's 2023 GDP rebound and formal strategic partnership treaty signed in June 2024. China's enforcement posture has correspondingly softened, fracturing the multilateral consensus that had constrained Pyongyang since 2006.
